TENTH BIPARTITE – CHARTER OF DEMANDS

We append Circular No. 24 dated 24th March 2012, issued by the General Secretary, NCBE, the contents of which are self-explicit.  In this connection, we call upon all our affiliates in this State to collect suggestions from their members and send it to the undersigned positively by the 13th April 2012, repeat 13th April 2012, to enable us to compile our proposals and send them to the NCBE Headquarters by the 20th April 2012 as called for by them.

NCBE CIRCULAR NO. 24                                                                        24TH March 2012

TENTH BIPARTITE – CHARTER OF DEMANDS

Members are aware that the Charter of Demands for the 10th Bipartite Settlement on Wage Revision and other Service Conditions are due to be submitted inasmuch as the 9th Bipartite Wage Settlement effective from 1st November 2007 and operational for a period of 5 years, will lapse on the 31st October 2012.  The unions are reasonably expected to submit their Charter of Demands well before 6 months of expiry of the 9th bipartite settlement.   Hence, it has been decided to submit Charter of Demands to the Indian Banks’ Association (IBA) within the stipulated period so that the negotiations can be commenced well on time.

Members are also aware that it has been the practice and established tradition of our organization to solicit the suggestions of members through their unions, before consolidation and finalization of Charter of Demands.  It has also been decided to formulate and finalise the Charter of Demands by the end of April 2012 and submit the same to IBA for consideration.

We are sure that, while preparing the proposals/suggestions, the aspects relating to the developments subsequent to Sixth Pay Commission Recommendations, signing of agreement of our 9thBipartite Settlement on Wage Revision considering the increased cost of pension, the wage structure agreed in other comparable organizations, the present economic scenario in the Country encircled by inflation, increased taxes, etc. shall justifiably be considered.  Simultaneously, we earnestly hope that the demands shall be realistic, pragmatic and achievable.  The    proposals/suggestions may be sent immediately so as to enable us to present our Charter of Demands emphasizing a reasonable and appropriate wage revision by duly taking into account all the above factors.  For the purpose, the last date for submission of suggestions/proposals is 20th April 2012.

We solicit the whole-hearted co-operation of all our affiliates/units and urge upon them to submit their suggestions/proposals by strictly adhering to the above schedule to enable us to finalise the Charter of Demands well within the time-frame.
