Dear Sir,

FIXATION OF PAY TO EX-SERVICEMEN RE-EMPLOYED

IN THE BANKS ON OR AFTER 01.01.2006

With reference to your letter No.HR&IR/MV/76/589/1822 dated 15th November 2010 addressed to all Public Sector Banks on the captioned subject, we have to inform as under :

(i)   It is advised that the fitment of salary to the ex-servicemen re-employed in the Bank on or after 01.01.2006 shall be accorded based on the guidelines contained in Chapter V of the Compendium of Government guidelines published in December 2000.

(ii) It was also advised that the components of salary mentioned in the above guidelines only needs to be protected while according such fitment.

(iii)As per the recommendations of 6th Pay Commission, the salary and allowances of all those in Armed Forces were revised with effect from 01.01.2006 that includes a change in salary structure with the introduction of Grade Pay and Group ‘X’ Pay.

(iv) We under stand from our affiliates that even though it was clearly defined in the 6th Pay Commission Recommendations that “Basic Pay” in the revised pay structure means the sum of pay drawn in the Pay Band, Group ‘X’ Pay (where applicable) and Grade Pay corresponding to the Bank, but does not include any other type of pay like ‘Special Pay’, in the absence of clear instructions, the management of banks are taking into account Basic Pay alone for fitment of salary ignoring Grade Pay and Group ‘X’ Pay which are part of the ‘Pay’.

Hence, we request you to clarify the matter to all the Public Sector Banks and ensure inclusion of Grade Pay and Group ‘X’ Pay alongwith Pay Band while computing fitment of salary to all the ex-servicemen employees re-employed in Public Sector Banks on or after 01.01.2006.
